Title:  Entity Control & Compliance Manager

Position Purpose

The incumbent is responsible for managing the financial/statutory and tax accounting of two entities, JT Tobacco International Taiwan Corp.(JTI Taiwan) and Japan Tobacco International Manufacturing Co., Ltd (JTIM), focusing on both the Taiwanese local statutory reporting and legal requirement as well as IFRS compliance for group reporting purpose. This responsibility entails management of the Company’s general accounting activities, treasury/banking transactions, tax, and audit compliances (both Taiwanese GAAP and IFRS).  The incumbent is also responsible of enforcement of internal control and ensuring full compliance with Company Operating Guidelines and JSOX requirements.   The incumbent, as well as Finance Associate Manager, Finance Supervisors, and Finance Analysts, reports to the Finance Controlling Director.



Financial Accounting and Reporting

  • Supervise the Entity C&C team and monitor accounting activities/process are performed in accordance to local statutory accounting principal and requirement of National Tax Authority, as well as ensure compliance with IFRS requirement for JTI Group reporting purpose.
  • Liaise with JTI Business Services Center (BSC) and Global Business Service (GBS) to ensure accuracy and integrity of transactional data processing, coordinate for smooth monthly close process and submit required reporting packages on time.
  • Maintain updated information on Taiwan statutory accounting principal and quirement and communicate changes if any to all business stakeholders involved including BSCKL/GBS.
  • Act as contact point with external auditor and coordinate annual financial and tax audit process in accordance with Taiwanese statutory accounting and tax regulation.  Ensure adequate and correct information are provided to external auditor.
  • Review Taiwan GAAP and IFRS financial statement and has full understanding of differences between both set of financial statements.
  • Act as contact point and be responsible for liaison with JTI Group external auditor to perform quarterly review, Early Hard Close process, and year end  IFRS financial audit to facilitate JTI Group reporting to JT.  
  • Ensure information provided by BSCKL as well as Market Finance and GSC Finance team are correct and aligned with audit requirementProvide quality quarterly reporting package to meet all corporate reporting submission deadlines. Answer Corporate Accounting questions independently, facilitate knowledge sharing sessions on the quarterly reporting package with the Entity C&C team.
  • Lead Balance Sheet Management process, conduct periodical breakdown review, escalate issues with corrective action plan, identify efficiency opportunities on business process and FCF optimization.                                                                                                                                                                        


Internal Control and Compliance & JTI JSOX Compliance

  • Take a lead role of local business process for R2R and ensure all R2R controls are executed in compliance with GRM requirements.
  • Take full responsibility to perform all JSOX controls fall within the area of responsibilities and ensure compliance with GRM requirements; Work closely with individual JSOX control owners and JSOX co-ordinators in Market.
  • Take proactive action and identify any opportunities to enhance compliance and develop appropriate process flow to improve efficiency and compliance effectiveness.
  • Act as contact point with internal auditor and coordinate bi-annual internal audit process in accordance with JTI Global Policies & Procedures.  Ensure adequate and correct information are provided to internal auditor to faciliate successful internal audit results.
  • Ensure alignment and compliance in Taiwan Market for JTI Global Operating Guidelines and Corporate Policies and Procedures.
  • Take lead in execution of internal control compliance and provide guidance to cultivate compliance culture within JTI Taiwan Market and Factory.


Tax Compliance & Treasury                                                                                                                                                                                                                                  

  • Maintain adequate knowledge on Taiwanese tax regulation and requirement for JTI business operation, working closely with Tax Manager and external tax consultant on complex tax matters.
  • Ensure all Taiwanese tax information (VAT, WHT, Excise Tax, Corporate Income Tax) are recorded accurately according to the local laws and regulatory requirements.  All information are maintained and filed in proper manner and accessible for future tax audit.
  • In the event of tax changes,  inform managment and relevant business stakeholders including BSCKL/GBS on a timely manner.
  • Co-work with local Treasury team to monitor and review company cash balance and take necessary action to ensure efficient funding and work to maximize cash flow position.
  • Maintain good working relationship with local Treasury Team, external bankers and monitor service quality by actively seeking feedback from team members.


Fixed Assets Management and Expense Control (CONCUR)

  • Supervise team to maintain list of fixed asset registered and safeguard company assets
  • Perform periodical physical inventory check and take proper action to ensure all assets are recorded in accordance to Taiwan local accounting principal.
  • Ensure CAPEX is properly recorded via EAM and cross-functionally work with FP&A team on WBS creation for Fixed Asset related projects.
  • Maintain adequate knowledge on Concur (JTI expense claim system), focus on audit of user behavour, ensure One Travel Policy is in compliance by all users. Co-work with P&C, BSCKL/GBS, TCC for continuous process improvement and streamline.
  • Support CONCUR coordinator to communicate One Travel Policy requirements and provide company-wide awareness/refresher sessions on a regularbasis.


Global Initiatives and Corporate Communications                                                                                                                                                                                              

  • Support the implementation of GBS in Jan 2021, focus on areas of knowledge transfer and key Market value adding services that are outside of GBS's Project Scope, retain Power User Knowledge in Market and fully utilize the transitional period between BSC and GBS. 
  • Answer queries from Corporate Tax, Global IT, Indirect Procurement team, co-work with local Market team members to further understand the verticalization impact on business decision and process change.
  • Co-ordinate all intercompany cross charge, including write-off accounting process, ensure accurate intercompany posting in JTI Taiwan and JTI SA, and other JTI related entities.
  • Manage all post go-live implementation of S4HANA system, understand the difference between SAP ECC and S4HANA system. Be an expert in both S4HANA and SAP ECC systems to answer queries, problem-solving and close month end/year end financial results in timely basis.


People management 
Recruit, motivate and guide the professional development of the team reporting directly and indirectly to the incumbent.


Manage various tasks and projects as they arise and upon manager’s request.                                                         


Qualifications & Experience

  • University degree in Finance or Accounting preferred; Professional qualification is a plus
  • Minimum 8 years of working experience. Previous working experience with multinational companies, particularly in financial accounting function, implementation of internal control procedures and executional excellence. Ideally alumni from Big Four Accounting firms with adequate knowledge in Taiwanese statutory reporting and legal requirement and understanding of IFRS and JSOX requirements; Experiences in cost accounting is a plus.

  • Fluency in both English and Chinese
  • PC literacy,  SAP knowledge, excellent cross-functional communication skills
