Reporting to: Building and Utility Manager

TECHNICAL SERVICE AND IMPROVEMENT ENGINEER
Makes plans improvements, leads and maintain Factory Building & Utilities equipment while ensuring efficiency in operations & maintenance with compliance to local laws other requirements. Provides technical supervision for the proper operation of Utilities equipment and Engineering services, according to local laws and corporate safety standards. Initiated related improvement strategies with the use of the Building Management System in our manufacturing environment to improve the factory's efficiency. Define efficient standards using the latest technology and incorporate them into projects in the area of Building & Utilities and Energy Supply in the factory.
As the Technical Service and Improvement Engineer, you will:
- EQUIPMENT & UTILITY MAINTENANCE
- Ensures the continuity of supply of all media used in the factory (e.g., steam, heat, cooling, gas, compressed air, vacuum, water, wastewater, and rainwater). Plan, manage, maintain, and improve the factory facilities and equipment. Ensure reliable and optimum performance at minimum cost while aligning with llocal lawsand other requirements.
- CapEx project planning according to company strategy
- Plan factory equipment & utility maintenance project together with factory maintenance team
- Developed factory equipment & utility maintenance program
- Manage and supervise the maintenance work execution regularly
- SUPERVISE CONTRACTORS
- Supervise contractors to ensure works are performed according to specifications and JTI standards. Maintain work safety of crew & contractors and assist in implementation & coordination of plant safety management.
- COMPLIANCE
- Ensure the compliance and safety of all facilities, works, and equipment, meeting local laws and other requirements by arranging regular inspections from qualified professional or government inspectors.
- Demonstrate safe behavior, report incidents and near misses to their supervisor, report identified unsafe conditions and behaviors to the supervisor, and carry out any measures to eliminate them. Maintain, support, and ensure compliance to company ISO procedures (ISO9001, ISO14001, ISO5000,1 and 45001).
- PROJECT SUPPORT
- Assist in the planning and implementation of Building and facilities-related CAPEX projects within specifications, budget, and schedule. Provides technical support at the realization of EHS projects.
- Responsible for the improvement and development of efficient standards based on global and local specifications; using beneficial technology in order to achieve system compatibility, smooth system integration, and stable process conditions along all projects at optimized initial and lifetime cost.
- Incorporate the standards into the areas of Primary, Building & Utilities, and Energy Supply in the factory.
Responsible for transfer of new technologies and standards to technicians in order to ensure a reliable and efficient basis for project implementations, operations , and maintenance
- EHS
- Ensure health and safety aspects at work and learn about potential hazards. Know and maintain the required control measures in order to keep the workplace healthy and safe.
- Ensure compliance with the JTI health and safety requirements associated with the work hazards, comply with all applicable health and safety rules and procedures, as cooperation on the continuous improvement process.

Requirements:
- Degree in Mechanical, Refrigeration, and Air Conditioning Engineering from recognized University or equivalent.
- At least 5 years working experience in a Manufacturing environment.
- Knowledge in ISO50001, ISO9001, ISO 14001 & 45001 is an advantage.
- Fluent in English and Chinese.
- PC literacy: MS Office (esp. Excel & Project). Knowledge of AutoCAD is an advantage.
