Headcount & Budget Planning Specialist

 

The Headcount & Budget Planning Specialist supports the Rewards Manager in budgeting and reporting processes for GBS Manila.Key responsibilities include headcount tracking, analyzing salary and fringe costs versus plans, preparing and analyzing budgetary accounting and financial reports (e.g., accruals, headcount), creating presentations, and uploading headcount and cost data into the MPC system. The role also involves building financial models to support Senior Management decision-making and improving templates and reporting processes. Additionally, the Headcount & Budget Planning Specialist is responsible for consolidating and analyzing IA/STA costs and compensation & benefits expenses for budgeting and reporting purposes.

 

As the Headcount & Budget Planning Specialist, you will: 

 

  • Budget Management and Reporting:
    •    Ensure timely updates of the headcount tracker by conducting HC review sessions with Service Delivery Directors (SDDs) and Business Partners (BPs) to maintain data accuracy.
    •    Perform month-end, quarterly, and year-end closing activities by consolidating data and analyzing variances between actual salary and fringe expenditures and the approved budget plan.
    •    Support budget planning processes (Out Look (OL)/Latest Estimate (LE)/Annual Strategic Plan (ASP)), including HC and Salary & Fringes planning, preparing variance explanations, and assisting in presentation development under the guidance of the Rewards Manager.
    •    Prepare compensation and benefits reports such as accruals and headcount.
    •    Ensure timely and accurate HC and Salary & Fringes data upload and reconciliation in MPC.
    •    Support Global Functions with Salary & Fringes adjustments in MPC during LE/ASP cycles.
    •    Drive continuous improvement by expanding knowledge in SAP, compensation and benefits, and business processes to uphold a high level of professionalism.
    •    Contribute to process improvement initiatives and analyze their impact on group activities in close collaboration with team members.

 

  • IA/STA Cost Management:
    •    Monitor and consolidate all International Assignee (IA) and Short-Term Assignee (STA) expenses for accurate reporting and cross-charging purposes.

 

  • Compensation & Benefits:
    •    Track and consolidate compensation and benefits data to assist in budget planning.
    •    Stay informed on government regulations, legislation, and trends in benefits for accurate budget forecasting.
    •    Assist the Rewards Manager in reviewing insurance contracts.
    •    Analyze data to provide budget recommendations and identify optimization opportunities.

 

  • Other:
    •    Assist the Rewards Manager by generating various ad-hoc reports to aid decision-making and address any issues that arise.
    •    Collaborate with Service Delivery Directors (SDDs) and Center Process Managers (CPMs) to review headcount and ensure accurate budget planning.
    •    Work closely with P&C Business Partners, C&B Specialist, and Mobility Specialist on headcount, salary & fringe benefits, and IA/STA cost planning.
    •    Partner with the Finance Team during month-end closing, OL/LE/ASP budget planning, and other related processes.
    •    Contribute to projects and other emerging activities.
     

 

REQUIREMENTS:

  • University degree in Finance, Human Resources, or a related business field.
  • Minimum of 2 years of relevant experience in budget management within a multinational company. Experience in FP&A or Compensation & Benefits administration is an advantage.
  • Good command of the English Language (both written and spoken).
  •  Strong analytical and problem-solving skills. High level of accuracy and attention to detail. Excellent MS Office skills (Advanced Excel and PowerPoint). Knowledge of SAP is an advantage. Ability to work under pressure and meet tight deadlines. Excellent communication skills. Strong time management skills. Effective self-management. Team player with a collaborative mindset. Willingness to continuously learn and develop. Keen interest in process improvement
