WHAT THIS POSITION IS ABOUT - PURPOSE

The incumbent is in charge with ensuring that national regulatory issues and challenges in the operating environment impacting the business, with particular focus on excise and tax matters as well as the regulation of tobacco and reduced risk products, are proactively monitored, anticipated, and effectively addressed. Responsibilities include: monitoring emerging national regulations/jurisprudence, and providing analyses on their implications to the business; drafting position papers, correspondences, internal and external submissions on regulatory and fiscal issues; ensuring company compliance on all relevant regulatory requirements;building good working relations with key stakeholders in government, media and the business community;  protecting corporate reputation; and providing legal advice and opinions to other CA&C initiatives, including but not limited to the areas of external communications, Community Investment initiatives and other related matters. The incumbent is also expected to work with and provide support to cross-functional teams on issues that involve government regulation and compliance.

 

WHAT WILL YOU DO - RESPONSIBILITIES

  • Stakeholder Management and Engagement

    • Takes the lead in managing and constantly updating a robust stakeholder map that inludes all external stakeholders that impact the operating environment, including but not limited to officials in the Executive Department, Congress, departments and agencies, local government units, and non-government organizations.  Develops and implements a plan to establish, maintain, and further nurture contacts and relationships with these officials.  Leverage stakeholder relationships to support business and operational issues, advocate company positions, and protect and promote company reputation.

  • Monitoring of National Issues an Potential Regulations

    • Responsible for ensuring that the company is up-to-date and knowledgeable with current and forthcoming regulations, anticipating regulatory trends both globally and in market.      

  • Advocacy

    • Takes the lead in ensuring that the company has a strategic excise strategy and that the same strategy is executed in representations with Congress.  He or she manages the preparation of company position papers, correspondences, and other submissions; represents the company or participates in and monitors public hearings, consultations and other similar fora. Establishes points-of-contact and collaborates with external parties including industry groups, academe, media and other like minded parties and individuals in the advocacy and promotion of company positions.  

  • Corporate Affairs Support

    • Provides support in all other department initiatives such as but not limited to, community investment and corporate sustainability initiatives, and other internal and external engagement initiatives.

  • Operational Support

    • Provides support to other teams such as M&S, Legal, P&C, and other JTI entities operating in the market, JTI AMC and JTI GBS, on operational matters that involve not only regulatory issues but stakeholder management, government and political insights, public interest and media issues.      

 

WHO ARE WE LOOKING FOR - REQUIREMENTS:

  • University Degree required; law degree or post-master degree in public administration, political science, or related fields is a plus
  • At least five years combined work experience in government, corporate law or  any corporate affairs related function
  • Proficiency in English and Filipino
  • Proven management skills, inter-personal skills, networking skills, familiarity with political environment and personalities, knowledge on government functions, computer literate
