AITO Manager

 

JTI, through its Anti Illicit Trade Operations (AITO) department, protects JTI brands from the illicit trade that adversely impacts on all JTI markets. 

Philippines is one of our key OCC/2030 Vision markets. It is heavily impacted by the illegal trade with an average rate of illegal trade of 12% and a rate estimated as high as 38% in the southern part of the country. An illustration of that is analysis conducted by AITO which indicated that 1 BNU illicit whites cigarettes were smuggled from Indonesia to Southern Philippines between January and Jun 2023. This problem is on-going and the area is extremly difficult for the authorities to operate in. Illegal manufacturing domestically as well as the illegal production of counterfeit Mighty and Marvels brands throughout the region are significant threat to JTI's business.

 

To promote sustainability and protect JTI’s business globally, it is necessary to develop a strong AIT action, implemented by AITO, Market Partners (Sales, CA&C, Legal etc) and external partners to ensure proactive and preventative measures are implemented to protect the company business, brands, supply chain and reputation. 


The role includes, but is not limited to, identifying, developing, managing and directing AIT Projects with use of external investigators - Service Providers (SPs), conducting investigations to gather inforamtion on all aspects of the illegal trade and sharing intelligence on the illegal trade in tobacco and its related products with various Law Enforcemnet and Government Agencies. Liaise with national and international law enforcement (LE) organizations across Asia Pacific region and when appropriate on a global basis. 

 

It is also essential that the successful candidate works with local and regional Market Management including Sales Team, Market and Regional Corporate Affaris & Communication, to provide a credible contribution to communicating the negative impact the illegal trade has on communities, society in general, business and public finances. The incumbent is also responsible for investigating and identifying sources of leakage of diverted products in accordance with JTI’s Policies and Procedures, reporting such outlets in an evidential format so that business decisions can be made by senior JTI management which are sound, accurate and factually based, in an effort to secure JTI's supply chain.

 

There will be a particular requirement to ensure compliance with all Laws and Legislation, JTI Code of Conduct and JTI AIT Operational Guidelines including SP and AIT Standard Operating Procedures.
 

 

What will you do?

 

•    Developing intelligence:  Responsible for development, implementation and management of AIT projects - investigations of various aspects of the illegal trade with the objective of gathering reliable and actionable information which can be assessed and shared as Intelligience with trusted Law Enforcement Officers. Part of resonsibility of role will be to identify, recruit and manage Service Providers (SPs) in a manner consistent with all legal requirements and JTI Policy and Procedures.


•    Law enforcement liaison (LE):  Enhancing and developing relationships with law enforcement officials is a key requirement and central to success of AIT operational activity. Providing support to AITO Regional Teams efforts to impact the smuggling of illicit whites and diverted JT Group brands is required in order to reduce the sales of illegal tobacco products.  This will include developing and directing investigations through SPs, setting clear objectives to identify quality information to share with LE and report on feedback.  Organizing relevant illegal trade awareness / training for law enforcement agencies will be  arequirement on occassion. 


•    Reporting: Prepare detailed reports/updates on the progression of projects and core objectives, maintain proper record in the iBase and AITO databases, including development and analysis of intelligence on all aspects of the illegal trade. This will include monthly reviews of operational activities and trend analysis. An essential requirement will be the preparation of intelligence reports for dissemination to law enforcement agencies and investigation reports for AITO Management as may be necessary relating to seizures or incidents of diverted JTI or JT brands. Present orally to audiences within and outside of the company to demonstrate and explain AIT strategies and activities.


•    Internal relationships:  Work in close cooperation with other functions/JTI Departments, i.e. CA&C, QA, IP, Legal, Sales and other Market and Regional functions.   Maintain and develop excellent relationships in the company to support regional and market management and business objectives and enhance JTI reputation.  


•    Budgeting: Efficiently and effectively manage financial expenditure. Undertake robust financial planning and control and meet reporting obligations


•    Travel: prepared to travel within the Asia Pacific region and support AITO work on a global basis if required

 

Who are we looking for?

 

  • Fluency in both oral and written English, computer literate. University degree in business, economics, law or other related fields would be preferred.                                         
  • Experience in conducting and managing investigations in public and/or private sector or in legal support services or the ability to demonstrate comparable business experience.
    Experience in working effectively with local and regional law enforcement and intelligence agencies or the ability to demonstrate comparable business experience would be beneficial.
  • Must speak and write English and Tagalog fluently. Fluency in a second language would be a plus. Strong skills in use of Microsoft Office applications or similar.
