Reporting to: Cluster Procurement Manager SEA+
Role: Permanent



This position is responsible for tactical purchases within the cluster and local procurement organizations. This role has the following main dimensions:

  • Support cluster and local cost optimization and continuous improvement initiatives
  • Manage Local activities and collaborate with P2P CC (Procure to Pay Competency Center) & GBS (Global Business Services) when appropriate
  • Develop and implement cluster and local procurement action plans as per Global/Regional/Cluster strategic directions
  • Ensure business connectivity and foster a collaborative business partnership with cluster and local stakeholders
  • Optimize cluster and local supplier base and manage SRM within the scope of operations
  • Achieve set targets and KPIs, while ensuring alignment and compliance
  • A role model in compliance and ethics



  • Tactical Procurement:  

    • The incumbent is responsible for local tactical procurement activities. Ensures effective supplier relationship management throughout the supply chain and sustainability of supply. Implements the appropriate pre-defined strategies, works in close collaboration with local Category Managers/Cluster Procurement Manager to create & manage cross-functional suppliers' lists in the most efficient & effective manner. Collaborates with P2P CC & GBS when appropriate.

    • Develops and implements cluster and local procurement action plans as per Global/Regional/Cluster strategic directions.

    • Supports cluster and local cost optimization and continuous improvement initiatives

  • Suppliers Management: 

    • Optimizes cluster and local supplier base and manages SRM (Supplier Relationship Management) within the scope of operations. Identifies and manages regional/local tactical suppliers' pool. Negotiates best value contracts and ensures optimal and sustainable supply conditions. Recommends timely actions where relevant to prevent procurement inefficiencies. Demonstrates ability to challenge status quo, proposes and runs projects that will add value to both Procurement and business functions.

    • Shares any ideas that could represent a competitive advantage for JTI.

  • KPIs & Targets: 

    • Achieves set procurement negotiation targets and KPIs, while ensuring alignment and compliance. Delivers Savings targets. Implements recommended strategic sourcing plan/decisions. Drives supplier selection processes in close cooperation with respective business partners to ensure the best combination of quality, cost, and service parameters/conditions for products and services are attained. Monitors performance and potential deviation and ensures corrective action(s) are taken when required.

  • Business Partnership:

    • Ensures business connectivity and fosters a collaborative business partnership with cluster and local stakeholders. Focuses on demonstrating the value of business partnership, by developing a customer-centric approach. Implements aligned strategy with key business partners and ensure it meets Business' priorities. Establishes alignment and effective communication among procurement organizations, business partners, and suppliers. Takes preventive actions to ensure the security of supply and resolves problems in due time. Assumes responsibilities for additional projects, tasks as assigned by his/her superior and shows professionalism in all aspects of work.

  • Market Intelligence: 
    • Collects and shares market intelligence, identify trends and opportunities. Applies best practices in procurement process management by utilizing the latest models and takes necessary actions for areas of improvement. Supports local category managers in conducting the supply risk assessment, the building of contingency plans, finding alternative ideas, solutions in securing best conditions for the company including market research, and proactive sourcing of innovative suppliers.



  • University degree or diploma
  • Minimum of 3 to 5 years experience in a similar environment in a multinational company
  • English (business language) and other language is an asset (local language based on location)
  • Strong stakeholder management
  • Effective Negotiations, communication, interpersonal skills
  • Financial analysis
  • Business environment knowledge, supervision of internal and external parties
  • Decision making, identifying and applying efficiencies
  • Good knowledge of business information systems and strong computer skills (MS Office & SAP)
