Fiscal and Regulatory Affairs Director

 

The role reports to the Market Director of Corporate Affairs and Communications – Philippines and focuses on addressing tax, regulatory, and illicit trade challenges. Responsibilities include developing engagement strategies, building stakeholder relationships, monitoring regulations, representing the company in public discussions, and providing legal guidance to support corporate initiatives.

 

As the Fiscal and Regulatory Affairs Director, you will: 

  • Lead the development of regulatory, fiscal, and anti-illicit trade strategies for both Ready-Made-Cigarettes (RMC) and Risk-Reduces-Products (RRP) categories.

  • Monitor national policies, emerging legislation, and local government regulations, maintaining a knowledge bank of best practices.

  • Support the Sales team with engagement strategies to address regulatory challenges at the local level.

  • Develop and implement stakeholder engagement plans across government agencies, business groups, industry partners, and NGOs.

  • Maintain and update stakeholder maps to reflect changes in the regulatory landscape.

  • Provide policy advice, formulate position papers, and participate in public hearings and industry discussions.

  • Advocate for sensible fiscal and regulatory policies while combating illicit trade.

  • Offer strategic guidance on regulatory and reputational impacts of business activities.

  • Collaborate with Finance, M&S, Legal, JTI AMC, and GBS teams to resolve operational issues with government agencies.

  • Engage with key regulatory bodies, including the Bureau of Internal Revenue, Bureau of Customs, and Department of Finance.

  • Support the CA&C Director in building a high-performing team, fostering a culture of agility, risk-taking, and consumer-centricity.

  • Contribute to corporate leadership initiatives and drive engagement within the CA&C team.

 

Requirements:

  • Bachelor's degree in Communications, Marketing, Public Relations, International Relations, Social Sciences, Humanities, Arts, or related field (post-graduate degree is a plus).

  • 10+ years of experience in public/government affairs, with 7+ years in leadership.

  • International experience and knowledge of legislative/policy impact is a plus.

  • Proven track record in advocacy campaigns, media engagement, and mobilizing public opinion.

  • Experience managing stakeholder relationships and driving coordinated action.

  • Strong expertise in government affairs (focus on regulations, taxation, anti-illicit trade), public relations, and corporate reputation.

  • Excellent communication and people leadership skills, with experience in coaching high-performing teams.

  • Strong project management skills and ability to handle multiple projects.

  • Knowledge of FMCG sector issues and highly regulated industries, with an understanding of JTI's preferred positions.
