People & Culture Manager

This strategic individual contributor role is designed for a consultancy-minded professional who thrives at the intersection of global strategy and local execution. You will serve as a key partner to the P&C Director, ensuring that HQ-driven initiatives — including culture, talent ecosystem, and organizational development — are thoughtfully localized and effectively implemented across both Taiwan Market and Taiwan Factory. You will also play a critical role in supporting P&C strategy, translating complex ideas into compelling narratives and actionable plans. Your ability to craft high-impact presentations and transform data into insights will be essential in influencing senior stakeholders across APAC.

As P&C Manager, you will be responsible for the following:

  • Lead the localization and implementation of HQ-driven P&C initiatives across Taiwan Market and GSC, ensuring alignment, clarity, and impact.
  • Act as a strategic bridge between Market and GSC to avoid duplication and promote resource sharing.
  • Partner with the P&C Director on ASP and CR preparation, including content development, storytelling, and presentation design.
  • Initiate and drive local programs that address organizational and employee needs, grounded in data and insight.
  • Collaborate cross-functionally to ensure change management and communication plans are tailored and effective.
  • Maintain a pulse on employee experience and culture, identifying opportunities for continuous improvement.

Requirements

  • Bachelor’s degree in Human Resources, Business, Psychology, or related field; Master’s degree will be a plus.
  • 8-10 years of progressive experience in Human Resources, including a mix of in-house HR roles and experience in HR consulting, organizational development, or transformation (e.g., WTW, Korn Ferry, Mercer).
  • Strong strategic thinking and ability to translate global frameworks into local action.
  • Strong project management skills with proven success leading multi-stakeholder initiatives.
  • Exceptional PowerPoint skills; able to craft executive-level decks with clarity and impact.
  • Digitally savvy, with a plus for data analytics and insight generation.
  • Experience working across multiple entities or matrixed environments preferred.
  • Fluent in English and Mandarin.
  • Ability and willingness to undertake domestic or international travel to different locations as needed for project execution
