IT Services Manager

 

The On-Site I&O Manager Taiwan leads all on-site IT infrastructure and operations activities in Taiwan under the APAC regional organization, ensuring reliable support for end users, network services, IT equipment distribution, and technical infrastructure maintenance. The role is responsible for vendor management, budget planning, KPI-driven service delivery, and compliance with company policies and controls. It also supports regional IT strategy by coordinating infrastructure and end-user computing solutions for local business and factory operations.

 

As IT Services Manager, you will be responsible for the following:

 

1. Business Relationship & Stakeholder Management

  • Partner with Cluster and Entity IT Leads to understand business priorities, technical needs, and required IT solutions.
  • Serve as the primary escalation point for technical issues while ensuring solutions are aligned with IT strategy, cost efficiency, and delivery plans.

2. IT Vision & Strategy Alignment

  • Ensure cluster-level technical initiatives support the company’s overall D&IT vision, strategy, and Vision 2030 goals.
  • Align Market and Factory IT operations with corporate technology priorities and transformation objectives.

3. Vendor & External Service Management

  • Oversee external technical service providers to ensure proper service delivery, contract compliance, and performance management.
  • Identify opportunities for vendor consolidation and resource optimization to improve efficiency and reduce costs.

4. Technical Service Delivery

  • Monitor the performance of IT infrastructure, platforms, and end-user services to ensure they meet business requirements.
  • Drive continuous service improvements, infrastructure maintenance, and effective communication of system changes across the cluster.

5. IT Governance & Cost Management

  • Manage the cluster’s IT budget, ensuring effective planning, reporting, cost control, and operational efficiency.
  • Enforce compliance with IT standards, change management policies, and technology governance procedures.

6. Compliance & Risk Management

  • Ensure adherence to IT security policies, audit requirements, J-SOX controls, and financial compliance standards.
  • Reduce technology risks by maintaining alignment with corporate IT standards and approved procedures.

7. People Leadership & Development

  • Lead and develop the technical team by supporting recruitment, coaching, succession planning, and career growth.
  • Foster a high-performance IT culture aligned with company values, organizational goals, and best HR practices.

 

 

Requirements:

 

  • Bachelor’s degree in Computer Science, Information Technology, or related technical field.
  • 10+ years of overall IT experience, including 3–5+ years in IT and people management roles; multinational company experience preferred.
  • Strong understanding of FMCG business processes and enterprise functions such as Finance, HR/P&C, Legal, Supply Chain, and Sales & Marketing.
  • Advanced proficiency in Mandarin Chinese and English, with strong communication and negotiation skills.
  • Solid knowledge of IT infrastructure, enterprise applications, networking, Microsoft technologies, ERP, CRM, and telecommunications.
  • Proven leadership, project management, problem-solving, analytical, and budget management capabilities in a global and multicultural environment.
  • Ability to adapt to changing priorities, drive innovation, manage cross-functional teams, and deliver results under tight timelines and limited resources.
