Functional Development Specialist

The Functional Development Advisor is an individual contributor and a trusted capability builder within the local P&C Employee Experience team. The role designs, governs, and implements the functional learning ecosystem for GBS Manila. The role translates business needs into role‑based learning paths, drives skills‑based talent development, ensures harmonized functional onboarding across oneGBS, and executes projects that improve capability, performance, and adoption of new tools. They will serve as local coordinators of skills-based platforms such as LMS, LinkedIn Learning and Talent Marketplace. Through strong business partnering, the Advisor enables consistent, measurable, and scalable development that elevates service quality and the employee experience.

 

As a Functional Development Advisor, you will be responsible for the following:

  • Functional Training Delivery & Governance. Implements the functional training ecosystem by planning and delivering targeted programs, managing session logistics, and promoting offerings. Conducts needs analyses, designs role‑based learning paths, and oversees the learning portfolio and delivery channels. Uses data and KPIs to refine training portfolios and measures effectiveness, while also managing vendors and ad‑hoc learning solutions.
  • Skills‑based Talent Management. Implements and maintains digital learning systems and ensures skill set definitions remain aligned and updated. Maintains the GBS Navigator to keep learning content relevant and accessible. Serves as process owner for LMS, LinkedIn Learning and similar platforms, including launch coordination, and acts as the local administrator for the Talent Marketplace.
  • Functional Onboarding. Maintains and updates the functional onboarding framework across oneGBS, ensuring consistent governance and effective knowledge‑management practices. Acts as the main contact for onboarding inquiries and supports experience‑sharing and best‑practice alignment across teams.
  • Project Management & Innovation. Plans and deploys programs using structured methodologies, develops communication assets, and supports the piloting and scaling of P&C innovations such as micro‑learning, AI‑supported tools, and skills‑based pathways. Monitors industry trends and advancements to ensure learning solutions and required skills stay current.
  • Business Partnering. Collaborates with functional teams and Operational Excellence to identify needs, enhance procedures, and strengthen training processes. Builds proactive, trust‑based relationships with stakeholders and supports broader GBS and D&IT P&C initiatives.
  • Budget Management. Oversees learning‑related budgets and expenses, ensuring compliance with P2P policies and JSOX controls. Manages the budget planning cycle and coordinates with third‑party vendors to support learning initiatives.
  • Other. Handles additional projects and tasks as assigned to support team and organizational objectives.

 

Who are we looking for?

You ideally have:

  • Bachelor’s degree in Communications, Psychology, Human Resources, or a related field.
  • 2–3 years of experience in capability building or Operational Excellence within shared services/GBS environments (advantage).
  • Skills in program design, end-to-end training delivery, and implementing e‑learning or blended learning solutions.
  • Proficient in Microsoft applications for developing training tools and managing content operations; advanced presentation and PowerPoint/Canva skills; Power BI reporting experience is an advantage.
  • Strong HR background in L&D, training execution, talent/performance management, assessments, and generalist/admin functions.
  • Strong facilitation, coordination, communication, analytical, and project management skills; able to work collaboratively across functions.
  • Experience in driving innovation, leading process improvements, and supporting or managing HR programs/projects is an advantage.
  • English fluency, both spoken and written; Creative thinker with strong interpersonal skills and a high sense of ownership, accountability, and attention to detail.
