Regulatory Affairs and Communication Manager
The position supports the CA&C Director in anticipating and shaping changes in the Operating Environment in Cambodia to minimise commercial risk and maximise competitive opportunity for the company, by developing, recommending and managing approved strategies and programmes in a responsible and proactive manner.
He/She must deliver approved JTI’s views and positions to key political and regulatory stakeholders through strong and effective advocacy, in line with JTI’s policy of providing practical, meaningful solutions to public policy issues and challenges. It is also responsible for developing and managing the internal and external communication and Community Investment project in accordance with JTI's global policy and guidelines.
As the Regulatory Affairs & Comms Manager, you will:
- Regulatory Monitoring and Analysis: Anticipates and monitors development of tobacco-control regulatory issues (international, FCTC), tobacco taxation, Anti-Illicit Trade (AIT), by assessing its potential application in the Cambodian market (Tobacco Control Law, domestic legislation, gov't policies). Pro-actively highlights issues to the Corporate Affairs and Communications (CA&C) team such that future challenges are anticipated earlier and provides better timeline for effective management.
- Management of Tobacco Control Legislation, Tobacco Taxation & AIT: Provides support, strategic input and implements agreed CA&C strategies and plans in order to manage and improve the external environment with respect to current issues by presenting JTI’s positions and providing potential solutions. In striving for a reasonable and feasible regulatory environment, the objective is to better support the business.
- Stakeholder Mapping and Government Relations: Active engagement and constructive (assertive, anticipatory and proactive) dialogue with relevant stakeholders to drive opportunities where JTI’s positions and solutions can be effectively presented in a timely, effective and consistent manner. Develops and maintains an up-to-date key political and regulatory stakeholder map. This map is then utilised to monitor, assess and implement agreed CA&C regulatory strategies with respective stakeholders in the Government. Identifies key decision-makers in regional and local governments to build and consolidate effective working relationships with officials and develop and maintain JTI access to the public information and to influence government policy in full compliance with the law.
- Localising Global/Regional Regulatory Initiatives: Assists in localising and cascading global/region CA&C priorities, in line with developing local strategies as and when required. The objective is to ensure the effective implementation and roll-out of global/region initiatives and strategies in line with local market environment.
- Co-work and assist on internal and external comms: including running Corporate Philanthropy projects in accordance with JTI guidelines and strategies and execute and supervise execution and PR-coverage of activities in local and regional media by monitoring and assessing the emerging issues from media impacting the business and JTI's corporate reputation.
- Cross-functional Corporate Support: assesses and recommends possible solutions on a cross-functional basis (especially Marketing & Sales) and liaises with Legal for interpretation of domestic regulatory clauses to ensure compliance.
- Accept to conduct and complete other projects and activities not listed above, after being defined and agreed with line manager, in accordance with his/hers skills, technical knowledge and level of development.
Requirements:
- Degree in Law, Public Relations, Media or equivalent
- Minimum 5 years in a similar role with multinational/FMCG exposure.
- Previous Tobacco industry and/or Public Affairs consultancy experience will be an added advantage.
- Possess good understanding of the regulatory environment and industry dynamics.
- Fluent in both English and Khmer. Must be very articulate and well-spoken.
- Possess strong interpersonal and communication skills.
- Sound knowledge and understanding of the nature and issues affecting the tobacco industry, with a strong grasp of the company's corporate positions.
