Warehouse Development Manager
This is a senior warehouse leadership role, acting as the representative of the APAC Warehouse & Logistics Director for assigned markets and other designated warehouse services. The role supports the Director in developing and executing the warehouse strategy and operational plans, while also providing guidance to JTI business entities, operations, and projects within the defined area of responsibility.
Key responsibilities include:
- Ensuring compliance with corporate safety, quality, security, and sustainability standards, as well as local legal and regulatory requirements.
- Driving efficient warehouse operations in partnership with local warehouse, planning, logistics, trade, and RTM teams.
- Upholding high operational standards in line with the Warehouse Excellence Playbook, while leading continuous improvement efforts.
- Supporting the End-to-End Global Supply Chain strategy by fostering collaboration across the warehouse network, sharing standard methodologies, and contributing to global projects and initiatives.
As the Warehouse Development Manager in the area of Global Supply Chain (GSC) you will do:
- Lead and coordinate the end-to-end flow of goods, including receiving, storage, packing, and shipping, while maintaining high standards of quality and safety. Supervise inventory management by tracking stock levels, conducting regular audits, and contributing to improved inventory turnover. Develop and implement strategic plans to enhance warehouse and logistics efficiency, ensuring the timely and accurate delivery of goods to customers. Ensure full compliance with all relevant local warehousing regulations.
- Lead transportation third-party logistics (3PL) providers, offering guidance and training to ensure safety, operational efficiency, and compliance with company policies.
- Build and maintain strong relationships with suppliers, vendors, and distributors to ensure timely product availability. Cultivate effective collaboration and communication with internal partners across relevant markets to support seamflawlessrations.
- Analyze data to identify trends and develop cost-saving strategies that boost efficiency and enhance supply chain performance. Monitor and evaluate key performance indicators (KPIs) for warehousing and logistics operations.
- Continuously evaluate and apply best practices, technologies, and automation to improve operational efficiency and accuracy. Develop, monitor, and report annual ASP budgets, including regular month-end (ME) and operational reviews (OL)

- Follow legal and JTI health and safety requirements by adhering to all relevant rules, procedures, and hazard-specific guidelines.
- Demonstrate safe behavior at all times, promptly report incidents, near misses, unsafe conditions, and behaviors to their supervisor, and take action within their authority to eliminate risks.
- Undertake additional projects and activities as assigned and agreed with the line manager, in alignment with the employee’s skills, technical expertise, and level of development.
Requirements:
- University degree, preferably in Engineering, Supply Chain, or Logistics.
- Min 5 years of supervising warehouse operations with continuous improvement projects or equivalent experience.
- Customer services and transportation experience is an advantage.
- Fluent in English & local language (Khmer).
- Core warehouse management operations knowledge: inbound, put away, storage strategies, order preparation, order-picking, stock accuracy, packing, outbound.
- Vendor management, experience in oversight of 3PL outsourced models.
- Operational excellence experience/loss elimination e.g. Lean, 6 sigma, IWS or similar
- Leadership skills and people management experience applied in large & complex operations
- Financial management and governance is an advantage
- Project management (PMO) and Agile ways of working
- Computer literacy. MS office, ERP, WMS
