People & Culture Business Partner Manager
As the People & Culture Business Partner Manager in the area of People & Culture, you will do the following:
- Business Partnering: You will act as a trusted business partner within your assigned function, providing guidance and support on all People & Culture (P&C) related matters. In this role, you will help shape and deliver P&C strategies that contribute to the achievement of business objectives, while proactively partnering with leaders and stakeholders to identify key people, organizational, and business challenges and opportunities. Working closely with the P&C Director, Local ExCom, and line managers, you will help ensure effective solutions are developed, implemented, and followed through from start to finish. You will also prioritize and execute operational P&C initiatives through relevant processes, coaching, and support, helping to ensure the smooth running of business operations and an effective employee lifecycle experience. In addition, you will serve as a reliable point of contact for employees, providing guidance and support on a wide range of P&C-related topics and fostering a positive, inclusive, and engaging workplace environment.
- Talent and Performance Management: You will play a key role in driving Talent and Performance Management initiatives across the organization, including leading the Growth Compass process for WG3 and WG4 populations and supporting the annual performance appraisal and training needs planning cycles. You will guide employees and managers throughout the performance management journey by promoting effective use of My Way, delivering refresher sessions, providing coaching, and ensuring the smooth administration of performance-related processes, including updates in People Central. Working closely with line managers, you will provide guidance on learning and development solutions aligned with employee growth goals, support the implementation of annual training and development plans, and drive key performance management activities, including performance reviews and improvement plans. Through your partnership with leaders and employees, you will help foster a culture of continuous growth, development, and high performance.
- Recruitment: Partner closely with line managers and GBS to support end-to-end recruitment and employee movement activities, including job postings, candidate screening, interviewing, feedback management, promotions, onboarding, and induction. You will proactively identify hiring needs in line with headcount plans and budget considerations, while ensuring the effective use of recruitment tools, sourcing channels, and talent acquisition best practices to attract and hire top talent.
- Organizational Design: You will partner with business leaders to ensure organizational structures are aligned with current business needs, approved headcount plans, and global guidelines. You will also support the review and maintenance of job content and job descriptions, helping ensure roles remain relevant, clearly defined, and positioned to support organizational effectiveness and business growth.
- Compensation and Benefits: Provide guidance and support on Compensation & Benefits matters, serving as a trusted advisor to both employees and managers. This includes consulting on compensation and benefits programs, supporting headcount planning, promotions, and other employee movement activities, developing compensation scenarios and recommendations, ensuring accurate PIR management, and providing guidance throughout the Annual Salary Review (ASR) process.
- Learning and Development: You will support the delivery of Learning & Development initiatives, including onboarding programs, training sessions, and conferences, ensuring they meet business and stakeholder needs. Working closely with managers and employees, you will help identify learning and development opportunities, support the implementation of development plans, and contribute to building the capabilities needed to drive individual and organizational success.
- Projects, Engagement and Employer Branding: You will lead and support local, regional, and global People & Culture projects and initiatives, collaborating with stakeholders across the organization to drive meaningful business and people outcomes. This includes managing key annual programs such as the Employee Engagement Survey and Top Employer certification, contributing to the development of P&C and cross-functional policies, and delivering employee engagement activities that promote a positive, inclusive, and engaging workplace culture. You will also support the implementation of employer branding strategies, identify opportunities to attract top talent, and help position JTI as an Employer of Choice while ensuring alignment with local regulations and business objectives.
- Employee/Labor Relations: You will serve as a trusted advisor on Labor Law, People & Culture (P&C) policies, compliance requirements, and corporate culture, providing guidance and expertise to support employee and labor relations processes. You will help ensure that all related activities are managed with appropriate documentation, clear communication, and full compliance with company standards and local legislation. You will also oversee P&C administration processes, ensuring they are delivered efficiently, consistently, and in accordance with internal policies and regulatory requirements. Through your partnership with employees, people leaders, and key stakeholders, you will help foster a compliant, fair, and positive workplace environment that supports both business objectives and employee well-being.

Who are we looking for?
- University degree in Human Resources, Business, or a related field.
- Proven years of progressive HR experience (at least 6-8 years) across a broad range of human resources functions, ideally including experience as an HR Business Partner within a multinational environment.
- Proficiency in both English and Khmer, with strong written and verbal communication skills.
- Experience in interviewing, assessment, and selection processes.
- Business-minded and customer-focused approach to problem-solving and stakeholder support.
- Strong interpersonal, communication, and presentation skills, both written and verbal.
- Ability to build and maintain effective relationships with a diverse range of stakeholders.
- Strong analytical skills, critical thinking, and sound judgment.
- Project management and organizational skills, with the ability to manage multiple priorities effectively.
- Strategic mindset with the ability to align people initiatives to business objectives.
- Knowledge of key HR disciplines, including Recruitment, Compensation & Benefits, Learning & Development, Performance Management, Internal Communications, Succession Planning, Organizational Development, and Cambodian Labor Law.
- Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint.
