Legal Director
As the Legal Director in the area of Legal and Regulatory Affairs, you will be doing the following:
- Legal Advice, Compliance and Business Impact: You will provide strategic, timely, and solution-oriented legal advice to the Executive Committee and the broader business, embedding legal considerations into commercial decisions and long-term strategy while enabling speed, clarity, and sound judgment. You will thoughtfully balance legal risks with business opportunities, identifying potential pathways within regulatory “grey areas” to develop compliant strategies that support growth and strengthen the company’s competitive position.
- Commercial Legal Support: Advise the business across core commercial matters to support growth while ensuring compliance, and partner closely with Marketing and Sales on product, packaging, and route-to-consumer initiatives to deliver compliant and commercially sound solutions. You will draft, review, and negotiate contracts in alignment with business objectives, and lead litigation and dispute strategies by managing risk in line with business priorities. You will also oversee legal matters across areas such as employment, IT, health and safety, advertising, consumer, and supply chain, while managing external counsel and legal budgets to deliver high-quality, cost-effective support.
- Regulatory Affairs and Strategic Insight: Lead legal input on the regulatory landscape for tobacco and reduced-risk products, supporting the development and execution of business strategy, while helping ensure alignment with applicable requirements. You will monitor and interpret regulatory developments, providing proactive and actionable guidance to the business, and identifying potential risks and opportunities that may impact product, market entry, or commercial strategy. You will also partner with CA&C to support advocacy strategies (e.g., taxation, AIT) that help protect and advance business interests.
- Ethics, Compliance and Governance: You will act as a trusted partner to the business, helping ensure compliance while enabling strong business performance. You will advise on key compliance areas such as competition law, data privacy, sanctions, and anti-bribery, while promoting a culture of integrity and compliance as a strategic advantage. You will also deliver targeted training and practical guidance to strengthen legal awareness and support effective decision-making across the business, and proactively identify and mitigate legal and reputational risks through robust governance and controls.
- Business Partnership and Prioritization: You will build strong relationships across the business to enable early, high-impact legal input, ensuring Legal contributes meaningfully to both strategic and operational decision-making. You will anticipate business needs and provide practical, value-adding, and compliant solutions aligned with strategic priorities. You will also align legal priorities, resources, and budgets with business priorities to maximize impact and deliver meaningful value to the organization.

You build strong, credible relationships across stakeholders, influencing strategy early and meaningfully, while aligning legal priorities, resources, and budgets to where they create the most value.
Who are we looking for?
- University degree in Law (or equivalent).
- Qualified lawyer with a professional license to practice law.
- Solid experience (typically around 8+ years post-qualification) gained in a law firm and/or within an international FMCG or similar dynamic environment, ideally at a senior level.
- Fluency in Khmer and English (both written and spoken), or the ability to work effectively in both languages.
- Strong interpersonal skills and attention to detail, with the ability to manage a high volume of work effectively.
- Working knowledge of Microsoft Office tools (Excel, Word, and PowerPoint).
- Demonstrated people management and leadership capabilities.
- Experience in driving and leading projects within a fast-paced environment.
- Proactive, with a strong sense of ownership and a solution-oriented, entrepreneurial mindset.
