To be an integral and active part of the Corporate Affairs and Communications team in implementing corporate Government Relations (GR) agenda policy in the regions of Russia.

To advocate and engage for beneficial operating environment for JTI in Russia.

Effectively represent JTI in regional GR meetings.

To manage in a comprehensive manner (monitoring, developing, delivering, and follow up positions) selected issues and projects in GR and Public Policy area.



  • University Degree in Legal, Economy, Political Science or Management;
  • 3+ year work experience in GR (experience in multinational companies is a plus);
  • Previous experience in government agencies is highly desirable;
  • Knowledge of business environment for highly regulated industries (eg tobacco, pharmaceutical, alcohol) is desirable;
  • Familiarity with issues faced by multinational corporations operating in Russia (especially tobacco ones);
  • Good understanding of Russian Government, decision-making process, issues management, etc;
  • Excellent interpersonal contact skills, proactive approach, organization & planning skills;
  • Presentational skills are a plus;
  • Knowledge and understanding of internal business processes, current policies and financial procedures in multinational company;
  • Ability to work effectively under time pressure & without close supervision, high self-motivation;
  • Project management experience is a plus;
  • Advanced PC user: excellent knowledge of Microsoft Office, SAP knowledge is a plus;
  • Fluent English (spoken & written).



  • Identify and develop relevant contacts in regional government stakeholders and agencies;
  • Monitor and analyze legislative, regulatory and related developments, take needed actions in line with GR agenda;
  • Develop relevant positions, delivering and following up them with Governmental bodies and other institutions in GR & Public Policy area;
  • Coordinate corporate initiatives in GR and Media sphere in regions with the objectives to promote a strong JTI corporate image, and ensure the most favorable operating environment for JTI business activities in Russia;
  • Manage events (GR meetings, seminars, conferences) in the regions and other advocacy activities with representatives of government, media, influencers, and opinion leaders;
  • Plan, manage and implement activities in social investment sphere to engage people communities near the JTI factories;
  • To perform other tasks directed by the line manager related to the department activities.
