WHAT THIS POSITION IS ABOUT - PURPOSE

The incumbent leads the C&E function of JTI Philippines. The role is part of Global Tax and reports to the Regional C&E director. The incumbent is responsible to implement the C&E strategy, in line with the company's policies & procedures, including but not limited to providing business advisory on local projects,contract reviews, product sourcing flows, and business model changes.  Manage the C&E compliance to ensure continuous compliance with local customs regulations (BOC) and local excise legislation (BIR) including tax filings and payments, registrations and permits, and other C&E disclosures required by PEZA, SEC, LGU and other government agencies and manage C&E reporting to JTI HQ including but not limited to monthend closing, account reconciliations, budgets/forecasts, provisions, entity compliance & risk reporting and audited financial statement disclosures. The incumbent will also manage C&E risks and implement measures to mitigate these. Responsible for the indirect tax manual, JSOX controls, internal audits particularly the C&E portions thereof and to handle C&E audits, refunds, appeals and litigation and be the first point of contact for local customs & excise authorities. The incumbent is the official JTI contact for the local C&E authorities. As such he is accountable and in case of failure, he is potentially liable for any financial damage. To represent JTI for C&E at national authorities and to monitor current and impending changes to customs & excise regulations and perform an assessment of the impact to JTI. Lastly to manage the relation with external tax advisors for the compliance and other consulting activities.

 

WHAT WILL YOU DO - RESPONSIBILITIES

 

  • Overall responsible for the C&E topics of JTI Philippines. Coordinating with the regional C&E Director, CFO, Factory lead, Manufacturing Services lead, Philippines Direct Tax Director, and other stakeholders. Main contact for local customs & excise authorities. 

  • Provide internal C&E advice, responsible for maintaining the C&E procedures and C&E compliance. Ensure timely payment of C&E debt. Review excise tax returns, prepare claims related to import duties and taxes as well as claims related to excise tax. Manage the C&E authorisations, such as AEO, customs warehousing etc. Handle customs & excise audits including appeals and litigation. Manage and instruct customs broker(s) to conduct clearances correctly.

  • Manage tax stamps purchase, collection, usage, documentation and reporting. Responsible for excise credit/refund preparation,submission, and follow-up with BIR including lodgement of appeals and litigation.

  • Proactively following up on local C&E developments that may impact the local business, assist in broader local business development activities, provide assistance and support to other departments in relation to local C&E as needed, collaboration with other functions for advocacy with BIR and BOC. Seek opportunities to improve current C&E processes and procedures.

  • Responsible for C&E risk management and reporting including monthend closing, account reconciliations, budgets/forecasts, provisions, entity compliance & risk reporting and audited financial statement disclosures. To prepare timely and accurate quarterly and annual provision calculations and reporting packages for headquarters. Responsible for the C&E portions of the indirect tax manual, JSOX controls and internal audits. Coordination for setting up the change management meeting and to keep the manual up to date.

  • Recruit, motivate and guide the professional development of the team reporting directly and indirectly to the incumbent.

 

WHO ARE WE LOOKING FOR - REQUIREMENTS:

  • University degree or equivalent. Local Tax accreditation. Master degree in customs or Degrees in Customs areas and national laws for excise duties; knowledgeable in accounting is preferred/an advantage

  • Minimum of 5 years work experience in a similar position in the industry (multi-national FMCG organization) or in Big 4 tax advisory firms or equivalent, with in-depth knowledge of local customs regulations and excise legislation. Experience with excise and customs refund and litigation is preferred.

  • Fluency in English with excellent written and oral skills.

  • Skilled in relevant and financial application Ms Office and MS Excel is a must and SAP is preferrable. Familiarity with relevant systems BIR system (Must) & BOC (Preferred).
